    • An encoding apparatus and a decoding apparatus for reducing the quantization error of a G.711 codec and improving sound quality are provided. The encoding apparatus includes a G.711 encoder which generates a G.711 bitstream by encoding an input audio signal; an enhancement-layer encoder which chooses one of a static bit allocation method and a dynamic bit allocation method that can produce less quantization error based on the input audio signal and the G.711 bitstream, and outputs an enhancement-layer bitstream including encoded additional mantissa information obtained by using the chosen bit allocation method; and a multiplexer which multiplexes the G.711 bitstream and the enhancement-layer bitstream. Therefore, it is possible to reduce the quantization error of a G.711 codec and improve sound quality.

    • A congestion control access gateway and a congestion control method for the same are provided. The congestion control access gateway interfaces between a broadband convergence network and a ubiquitous sensor network including sensors and terminals. The congestion control access gateway receives data from the ubiquitous sensor network. When a congestion situation has occurred, the congestion control access gateway detects the congestion situation based on data received in the congestion situation and broadcasts congestion notification and control messages in response to the congestion situation detection. The congestion control access gateway generates a congestion situation detection profile as a result of the congestion situation detection and performs priority queuing of the received data based on the congestion situation detection profile and service classes. The congestion control access gateway determines destination of the queued data using the congestion situation detection profile and routes the data to a corresponding service.

    • A system and method for performing a traffic process in an integrated network of a VoIP (Voice over Internet Protocol) network and a PSTN (Public Switched Telephone Network) are provided. The system includes: a softswitch which has a plurality of ASPs (Application Server Processes), transmits a data signal to other nodes through an ASP that is selected from among the ASPs, and transmits a heartbeat request message when a CPU (Central Processing Unit) utilization ratio and an SCTP (System Control Transmission Protocol) level congestion of the ASPs exceed respective reference points according to AS (Application Server)/ASP information; and a signaling gateway which updates the reference points of the CPU utilization ratio and the SCTP level congestion in response to the heartbeat request message and transmits a heartbeat acknowledgement message to the softswitch, and checks the CPU utilization ratio and the SCTP level congestion for a plurality of active ASPs within a predetermined CIC (Circuit Identification Code) or SSN (Sub-System Number) range according to the AS/ASP information, to determine the selected ASP when the signaling gateway receives data signal from outside and traffic is distributed.
